Michael B. O’Kelly is the City Manager, as the City’s chief executive officer, he directs and manages the daily administration and all departments of the City of Bell Gardens and in this capacity, ensures the delivery of high quality services in a timely, responsible and cost effective manner. Mr. O’Kelly leads the senior management team, and is responsible for the efficient administration of all departments of the City government. He oversees the enforcement of all relevant state and federal laws and municipal ordinances as well as the preparation of the annual fiscal year budget. Mr. O’Kelly is also responsible for managing the overall budget after adoption by the City Council and managing the economic redevelopment activities of the City.

Mr. O’Kelly has over twenty-six years of local and regional government experience. He previously served the City of Fullerton as the Director of Administrative Services where he presented balanced General Fund budgets and oversaw the development of a long-term financial forecast model. Mr. O’Kelly spent almost eight years serving the South Coast Air Quality Management District, the largest Air Pollution Control District in the country, as the Chief Financial Officer, Interim Chief Executive Officer, and finally as the Chief Administrative Officer. He has also served as the Chief Financial Officer of a more than $5 Billion governmental pension plan and in various progressively responsible positions for the Counties of San Bernardino and Orange. He is a veteran of the United States Army, serving four years as a field artillery surveyor and honorably leaving service with the rank of Sergeant.
Mr. O’Kelly earned both a BS in Accounting and a Master’s of Public Administration from California State University, San Bernardino. He is licensed by the State of California as a Certified Public Accountant (CPA) and is certified by the Institute of Internal Auditors as a non-practicing Certified Government Auditing Professional (CGAP).
