The “Opportunity Zones” Program is one of several programs the City participates in to attract investment. In 2017, the federal government approved the “Tax Cuts and Jobs Act of 2017”, which created the “Opportunity Zones” Program. This program creates substantial tax incentives for investors to encourage economic development and job creation in communities that are economically disadvantaged. The Opportunity Zones for Bell Gardens encompass an approximately 139-acre area located between Clara Street on the south, Eastern Avenue on the east, and Garfield Avenue on the west, which consist of three land use zones:
CM – Commercial Manufacturing
R3 – Medium Density Residential
M1 – Light Manufacturing
