Don't be alarmed: FEMA and the FCC will test the national emergency alert system at 11:20am PT today (8/11) on televisions and radios, while specially configured cell phones will receive an emergency alert test code message that says “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”

FEMA regularly tests the public alert and warning systems to assess the operational readiness of the supporting infrastructure.
